Massachusetts has the potential to be among the world’s leaders in clean technology start-ups and private investment in environmental and climate innovation. ELM is committed to helping Massachusetts become one of the best places to start, staff, and grow ideas, companies, and technologies that address environmental challenges. We advocate for robust and effective programs to support entrepreneurs, attract and retain companies, develop a strong and diverse workforce, pilot innovations, and ensure that women, minority, veteran, disabled, and LGBTQ+-owned companies have equal access to contracts. 

We at ELM advocate for: 

  • Robust, sustainable funding for the operation of the Massachusetts Clean Energy Center, accelerating an equitable clean energy transition and catalyzing innovation and scalable solutions. 
  • Equitable growth of our clean energy industry through economic inclusion directives and workforce development programs. 
  • Implementing reforms to our clean energy permitting processes to modernize and accelerate approvals for projects with significant emissions-reduction and community benefits. 
  • Requirements that state clean energy procurements include strong labor standards and utilize a home-grown supply chain when possible.
