April 16, 2026 — The Environmental League of Massachusetts applauds the Massachusetts Senate’s passage of S.3050, the Mass Ready Act, an environmental bond bill that will shape how we protect our communities and natural resources for years to come.
“ELM is pleased to see the Senate advance an environmental bond bill that meets present-day needs while preparing for the future,” said David Melly, Senior Policy Director for the Environmental League of Massachusetts. “This bill’s combination of robust funding and thoughtful policy works together to protect clean air, clean water, natural resources, and access to green space. It takes important steps to address new threats like climate impacts and PFAS contamination while investing in proven, successful programs.”
The bill works to protect clean water through increased funding for the Clean Water Trust and new dedicated resources to address PFAS contamination. It also strengthens climate resilience by expanding the Municipal Vulnerability Preparedness (MVP) program, supporting local resiliency projects, and improving flood risk disclosure.
The Senate also voted to include a critical amendment filed by Senator Jamie Eldridge to implement common-sense, science-based drought management measures statewide to protect vulnerable water resources and support communities facing frequent and severe drought conditions.
With uncertain federal climate funding posing challenges, we need strong state leadership to ensure communities have the resources needed to adapt and thrive.
ELM thanks Senate President Karen Spilka, Chair Michael Rodrigues, and Chair Rausch for their tireless work to craft this legislation and looks forward to working with the House as the bill advances, ensuring it delivers the full scope of investments needed to protect the Commonwealth’s environment, public health, and economy.
