Katie Segal joined the Environmental League of Massachusetts in September 2025. As the Senior Director of Offshore Wind, she supports the New England for Offshore Wind (NE4OSW) coalition and advocates for responsible offshore wind and clean energy development throughout New England.
Prior to joining ELM, Katie worked as a Policy Advisor at the U.S. Department of Energy’s Grid Deployment Office, where she led the West Coast OSW transmission portfolio and coordinated across the federal government on OSW planning. She previously led California OSW policy research and engagement at UC Berkeley’s Center for Law, Energy, & the Environment. Katie has experience consulting for more than 30 federal, state, and local government agencies.
She holds a Masters in Public Policy from Harvard Kennedy School, where she was an Environmental Leadership Fellow at the Center for Public Leadership, and a B.S. from Tufts University. She has lived in the Boston area for over a decade and enjoys exploring New England’s nature in all seasons.
