Electrifying All Modes of Transportation for a
Better Tomorrow

The transportation sector is the largest source of greenhouse emissions in the Commonwealth, accounting for around 40% of carbon pollution. Electrification of all modes of the transportation sector is the most effective long-term solution for decarbonization and provides multipronged benefits, including climate progress, increased economic opportunities, improved air quality, and modernization of infrastructure. 

The Zero-Emission Vehicles (ZEV) Coalition is a broad group of environmental, transit, community, and public health organizations dedicated to accelerating the electrification of all transportation modes throughout the Commonwealth. In 2025, the ZEV Coalition seeks to drive electrification for climate progress by advocating for legislation that increases the pace of electric vehicle adoption and develops plans for decarbonizing all current methods of transportation. 

In the 2025-2026 Legislative Session, the ZEV Coalition is advocating for:

  • HD1395/SD1701, An Act relative to setting deadlines to electrify the Commuter Rail
    (Rep. Owens, Rep. Armini, Sen. Crighton)
  • HD2349/SD659, An Act electrifying Regional Transit Authorities
    (Rep. LeBoeuf, Sen. Oliveira)
  • HD453/SD1695, An Act setting deadlines to electrify school buses and public fleets and establishing programs to encourage private fleet electrification

    Barber, Rep. Meschino, Sen. Crighton)
