Barbara joined the Environmental League of Massachusetts (ELM) in May 2025 as the Coalition Manager for New England for Offshore Wind (NE4OSW). In this role, she works with coalition members across the six New England states to drive regional coordination and advance the responsible development of offshore wind and clean energy in the region.
Before joining ELM/NE4OSW, Barbara held a variety of roles in environmental and marine science. Her experience spans offshore wind development, large-scale infrastructure projects, and marine mammal research. Her background in marine science has shaped her belief in the power of collaborative, science-based action to drive meaningful progress. Barbara’s interdisciplinary experience enables her to serve as a connector among policymakers, scientists, industry leaders, and communities.
She holds a Master of Environmental Law and Policy from Vermont Law and Graduate School and a B.A. in Human Ecology from College of the Atlantic. She lives in Portland, Maine, and enjoys the outdoor activities that come with living between the sea and mountains.
